Almost right on! It's like TechT & Wargear; TechT developed the squishy paddles & Wargear improved on the original design.
And technically it was not the Canadians or U.S. Marines but the U.S. Army that pioneered Digital Camouflage: see article July 13, 2004

Digital Camouflage History. It says that the U.S. didn't steal anything, but the Canadian government supplied information & manufactures to help the Marines with the computer generated Digital pattern.
