A fire station can if you or they have the correct adapter for the hpa tank. The fill nipple on the hpa tank is alot smaller than the female adapter on the fill station. Atleast the fill station at my fire house is. Also, welding shops can do fills often times. I know they do CO2 and can usually do hpa though they will likely use nitrogen instead of compressed air.
