Extremely.
It's the same as airsoft. And is governed by the firearms act. First, replica firearms are strictly forbidden for import into Canada. Secondly, upper recievers are also another item not allowed for import to Canada. If these cnc m4 were just halves, the cbsa still can confiscate them and have you charged anyways. And what next from what I've been told is not pretty.

if it's declared as paintball & sports to custome & disasembled it's ok... but when you get into the uber-realistic RAP4 pistols & what not it gets a lot more difficult.

unless said uber receiver were capable of being reliably magazine fed with a 30 round magazine... not interested. would look awesome, but really it would just end up being a very cool x7...
