Why yes, yes they will. If the HPA is at a constant psi it will have a constant output pressure give or take a few psi. This will, in turn, keep more stable fps and consistency. And a stable fps will help accuracy alot. As far as more shots per fill, it will help. A non-regulated gun will go off the tanks output, which on HPA is usually around 850, but with a reg you can lower the psi to around 700-800 and still have great operation, hence the lower operating pressure the less air you use giving you more shots per fill.
